The Rear Admiral commands the Carrier Battle Group which includes the carrier and all the ships that support the combined operations of that battle group, crusiers, destroyers, submarine, etc.
The Captain is in command of the Aircraft Carrier and is responsible for the operations of his ship and the aircraft squadrons assigned aboard.
